The mission of Carlos Gilbert Elementary School is to create a cooperative multi-cultural school community which promotes dignity and respect for all, explores the joys and wonders of learning as a lifetime activity, and motivates each person to reach his or her potential.

SIZE AND FUNCTIONALITY OF SITE

Carlos Gilbert Elementary School is located on 2.83 acres. The school was first opened in 1942 and had an addition in 1967. The total square footage is 34,745, with 1,536 square feet in portable buildings.

INFRASTRUCTURE (ON-SITE AND OFF-SITE)

The site faces on a narrow street. A major arterial is adjacent to the site on the north side and a busy local street is adjacent to the south side. The site is smaller than recommended for an elementary school. There is a small on-site parking area for visitor parking. Special event parking is non-existent, except on local streets.

Bus drop-off/pick-up is off street and functions fairly well. There is also a separate parent drop-off/pick-up lane, but some parents use the bus lane, causing conflicts.

Site issues that needed to be addressed include lack of on-site parking (staff parking is off-site, across a busy street), handicapped-accessible parking and access route to the building, traffic conflicts, very limited building expansion space, and lack of adequate separation between the kindergarten play area and streets, creating a major safety concern. (SFPS Preservation Schools Study 2002)

BUILDING CAPACITIES

The following school building capacities are shown in the chart below:

Design with portables (also called “building capacity”) is the generic enrollment average of PK to 6th grade students in a class times the number of classrooms in the school. The potential number of students per classroom is set by the minimum requirements for class size established by the New Mexico Public Education Department.

Program with portables (also called ''functional capacity'') is the generic enrollment average of PK to 6th grade students in a class times the number of classrooms in the school after the number of classrooms is reduced by subtracting rooms used for something other than general education times a loading factor of 95%.

Design without portables is the generic enrollment average of PK to 6th grade students in a class times the number of classrooms in the school if the school no longer has portables and if activities currently in portables are housed in permanent classrooms.

Program without portables is the generic enrollment average of PK to 6th grade students in a class times the number of classrooms in the school after the number of classrooms are reduced by subtracting rooms used for something other than general education and if all activities currently in portables are housed in a permanent classroom times a loading factor of 95%.

Enrollment 2010-11 40th Day is the number of students attending the school on the state reporting day of the 2010-11 school year.

Enrollment at Carlos Gilbert does not exceed its design or program capacity. Enrollment is controlled by the number of transfer students the school accepts.

HISTORIC TRENDS AND PROJECTIONS FOR ENROLLMENT

Enrollment has been historically steady and is projected to continue at a similar level until 2011, when it is expected to decline.

ATTENDANCE

Carlos Gilbert Elementary School is located within walking distance of the downtown Santa Fe Plaza. Students living north of the Plaza along with students living along Tano Road are assigned to attend the school. Due to distances traveled and extremely busy streets, most students assigned to attend Carlos Gilbert Elementary School are transported to the school on one bus. Because schools in the southwest area of Santa Fe do not meet Adequate Yearly Progress (AYP) requirements, students who live in the southwest and who choose to attend Carlos Gilbert are transported to school by bus. Of the students living in the assignment area, 74% attend Carlos Gilbert Elementary School. Of the total number of the students attending the school, 31% are from the assignment area.

RESIDENTIAL GROWTH PATTERNS

There is some generally high-end, large-lot development in existing subdivisions in the attendance area.

CHARACTERISTICS AND IMPACTS OF NEIGHBORHOOD AND COMMUNITY

Carlos Gilbert Elementary School has provided three generations of Santa Fe families a high quality education for over 60 years. Located within walking distance of the downtown Santa Fe Plaza, Carlos Gilbert is the only two-story elementary school in the district. Its location downtown provides students with many opportunities to experience arts and culture at Santa Fe’s local performing arts venues and downtown museums.

CURRENT AND FUTURE PROGRAMS

Parents and the community are encouraged to participate and partner with the Los Alamos National Bank, First Presbyterian Church and other local businesses and arts organizations. Many parents work within walking distance of Carlos Gilbert and volunteer in classrooms or visit their children over the lunch hour. The school has an active student council, parent, teacher, kids (PTK) organization and ongoing Character Counts! education.

Partnerships and special programs include a partnership with First Presbyterian Church, Santa Fe Preparatory School Partnership, Title 1 Tutoring, Character Counts!, National Dance Institute, Foster Grandparents, Lunch Buddies (Big Brothers & Big Sisters), Art is Fine Museum Partnership, Operation Outreach-USA, Shakespeare in the Schools, Santa Fe Opera Partnership, Site Santa Fe Partnership, Peer Mediation Conflict Resolution, Swimming Program, Fire Prevention Education, “Outdoor Classroom,” Life Skills, Second Step, Collaborative Classrooms, National Geographic GeoBee, annual spelling bee, boys and girls basketball, cheerleading and drill team, wrestling, beginning and advanced band, physical education, art, music, and Reading Buddies.

The following analysis is to assist the district in fully utilizing its properties for the benefit of its students, while at the same time developing school properties as contributing centers to Santa Fe communities.

Partnerships
The location of Carlos Gilbert may create partnership opportunities with the City and other entities such as the Children’s Museum, providing additional community amenities. Joint school/park uses could be explored. Current growth trends in the area indicate that enrollment opportunities and numbers will continue to stabilize, however, opportunities in the northwest quadrant and some infill projects may provide additional enrollment.
